I've done a ton of searching and I can't seem to find who this person might be. It looks like V.M. Green, but I'm not 100% sure. Any help identifying this person would be awesome!

Have you considered the implications of the date written on the bill? 5-22-47 is the date of the Truman doctrine. Maybe it has something to do with that.
