Just ran across the following 2016 medal for Martin Weiss: China Panda Coin Ambassador. He's the founder of Panda America.

First of all, congrats to Martin! Panda America is a great venue that I've spent a long time viewing.

A couple of questions:

PCGS seems to indicate this was issued by the government of China. Is this correct?
If the above is true, is "China Panda Coin Ambassador" an official government title?
