It appears to be a commemorative medal embedded in a bowl, I have handled plenty like this from British coins embedded in tea infusers, to ashtrays, persian coins embedded in bowls and cups etc.
After doing a quick google search I found a few others similar to this one here are the links;

The side with the two figures portrays Maria Theresa and her husband Francis. The inscription below are their birth dates, December 8, 1708 for Francis and May (looks like a 17 but she was born on the 13th), 1717.
The other side appears to show 13 of her 16 children, probably those still alive when the medal was produced.. I believe the central, larger figure is her eldest son and successor, Joseph. The date is 1759 and the inscription states that the Imperials' fertility leads to a happy nation.
@ Jackhecat1,Thanks for your reply.I can not figure out whatever it's a medallion or a coin.I believe it is too big for a coin (nearly 6 cms across) and too heavy (78 g in weight)
Were they too many in circulation?
It is definitely a medal, not a coin. Is it at the bottom of some sort of bowl?
Yes it is a bowl made especially for this medal judging by the color and the perfect fit when the medal is inserted into the bowl.It will be great to find out the history's details about this object.
