Guarantee submissions, unreasonable delays--remedies?

A guarantee submission I sent in over three months ago is still waiting for any updates. I understand there are people waiting over six months now. Other companies I have dealt with have not impeded guarantees like this. What are our remedies? Would the ANA do anything? CA A.G.?
