It looks like the normal letter variety to me. On the large letter, the 'E' in states is a little larger than the 'T and S' on either side of it. Your's appears to be the same size or possibly a bit smaller.

I think your Bust Half is an O-104 (R.3 "scarce").
But I'm not 100% sure. Maybe an expert will chime in.

Close. It's a normal letters O.115.
The very scarce large letters O.114 is most easily distinguished by the close spacing of the words UNITED and STATES.
Below is the O.115 small/normal letters and the O.114 large letters.

I see it as an O-115 R.2, small 0.
Compare the rev 5 in 0-115 is well under the arrow feathers,
the 0 in the date is higher than the 3, S13 is pointing
to below the hair curl, as 0-104 S13 points behind the
curl. Also the 0 in 50 C, is even with the five, while the
0-104 has the 0 in 50 C higher & leans left.
Arrow 3 is closer to A3 in 0-115, but further from A3 in
0-104.
