Warranty/guarantee submissions--reason for long wait times?

Is there a good reason that the two top grading services keep submitters on guarantee or warranty claims waiting a long time? Currently PCGS estimate is 60 business days. Would it make sense to have an express option on those with a more rigorous system, with specifics on reasons for rejected claims?

The assessment is usually a presidential one, and other business matters get in the way.
The longest I waited was 9 months. Two months was about average.
