Where can I find the thick cardboard stock that Heritage and dealers use to ship currency? its not the envelope, but the two pieces that currency is sandwiched between. Evidently my description isn't something that google recognizes.

Don't get them . I hate it when my orders come in those , having to peel them apart is a job in itself . And if the person has used a thin holder there is a good chance of damaging the note during annoying peeling process . If you must look in a coin supply store .
I'm not thinking the kind that stick together, I'm talking about the card stock, that is thicker and you tape them, or use a rubber band.
I make them myself, lots of cardboard around, and you can make them to fit the note exactly.
