Lincoln Cents: 1947-54 MS66 RD Phillidelphia mint prices?

As a new collector of Lincoln Cents, I noticed while looking through the PCGS Price Guide that for the years 1947-1954 the cost for an MS66 RD (Phillidelphia) on average was double or even triple the Denver and San Francisco mints.
Example:
1947-D MS66 RD on average is $56 1947-S MS66 RD on average is $41 1947 MS66 RD on average is $185 1948-D MS66 RD on average is $67.50 1948-S MS66 RD on average is $41 1948 MS66 RD on average is $335
This pattern continues up through the year 1954, anyone know a concrete reason as to why? It confuses me because the population for that mint is far above Denver and San Francisco. Thanks.

Just guessing I would say look at the pop report, probably not many graded ms 66
I have, and Phillidelphia dominated those years like I said in my original comment. Either way it wouldn't explain the seven year pattern. But thanks!

I heard there was a flood at the philadelphia mint and that's why they are plagued by spots. The prices have come way down lately.
