Is this incomplete clip or struck on wire?
If this incomplete clip the real specimen imho the design elements not struck through " D WE TRUST".

    Thanks! But most of Incomplete Planchet Punch are strike through, here where you can see the "D WE TRUST" is beneath the clip if had it been a stuck through, it would have imprinted in the design elements as well. I would say definitely before the strike.
