Here are images or a 1915 Mexico Revolutionary 20 Pesos note with handwritten signature over the top of the printed signature. Common or unusual?

1. Any The Zanzibar Government note in any condition.
Based on the signatures my guess is a souvenir.
You can see the original signatures beneath the purple ones. Furthermore, the names seem a bit odd to be original to a Mexican note (but I suppose not entirely impossible): A.W. Clifford and M(or N).A. Snooks.
Maybe it's a short snorter of sorts?
