    I would say its vice damage, that or a fabrication hammer, they have different faces for shrinking or expanding metal.

    Which side is incuse and which side raised? The obverse appears to be raised and then worn down through circulation. Looks like PMD to me.

    Perhaps a workshop experiment "trying to create" an error.
    Unlikely produced at the mint. But then, who knows for sure?

    Yeah, I think pmd also, it has strange effect. Isn't there some french colony coins with a somewhat similar 4 block counterstamp? Not that I think this is that. Thanks for the interest..
