Is PSA Slipping?

Check this 1960 Fleer Billy Cannon, PSA 9. Look at the bottom right corner and look at all the staining on the back. How did this not get a ST qualifier. In a new holder. Item# 331964392257.

It's not staining - it's just a shadow. Look at the seller's other cards.

That's a shadow, not staining, also I think the rough cut gives some allowance for that corner.
