Is it acceptable for a card to move in a PSA holder?

Hi.
I have a question...and if anyone has any opinions I would love to hear them.
I have a psa graded 9 Larry Bird/Magic Johnson rookie card, but it moves in the plastic case. Is this considered a defect?
I know that PSA will reslab the card for a minimal charge...but do they guarantee it will remain a PSA 9?
