Does CAC take designations into account?

When CAC is reviewing a coin do they take designations (PL, FB, RD etc) into account?
For example; lets say a morgan dollar is graded MS63 PL and is high end for the grade, but has really sub-par mirrors. Would it still get a green bean?
I tried looking around the CAC website, but couldn't find an answer.

JA told me that a lot of the older-graded PL/DMPL morgans don't warrant those designations and, if he disagrees with the designations, he doesn't sticker them.
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment
