Could PSA have graded this Ryan Rookie without a PD (Print Defect) qualifier?

I have subbed enough cards to know that you can ask PSA for no qualifiers, but is it actually possible to ask for no qualifiers on a card with a very noticeable "print defect" like the card below and PSA actually complies and leaves out the PD qualifier when grading it?
I'm seriously curious on this one and I would appreciate your comments.

1985 Topps Football (starting in psa 8) - #9 - started 05/21/06
Submitter asks for No Qualifiers. 9(PD) becomes 7. It was graded awhile ago. Perhaps the results would be different if graded today.
This is correct. I have submitted single cards that have come back both PSA 7 and PSA 9PD.
Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
