Victoria 1887 Golden Jubilee Medal

Whenever I see a nicely toned Queen Victoria piece with a bust that I don't have already in my small set, I feel compelled to add her to my collection. This one had me from first sight on the Atlas recent offerings list. Listed as "Rare" in the Brown BHM reference in all metals, it's hard to pass up a piece with this artistry, high relief, and beautiful toning. She found a home with me.
The PCGS photos are very pink, but in hand, she's drenched in blues and greens, with just a very slight amount of pinks. The relief is stunning for a 39mm medal, and the SP63 grade is a bit misleading given the eye appeal and surfaces.

Interesting and good looking piece with a different looking Victoria than one usually sees. Was this a product of the British mint or privately produced? Also, who was the designer. Great piece in any case and congrats!
The bust die-work is attributed to J. Carter. As far as I can tell it was privately minted.
Below is the original case of issue. I'm guessing the gold lettering is the seller of the medal, not the manufacture. But, I'm not sure. Brown isn't helpful in this regard in the British Historical Medals (BHM) guide.
