Staple holes OK?

I have a PCGS 1899 $1 silver cert (Fr. 233) graded VF25. Is it OK to have a set of staple holes in currency at this grade (from the perspective of a non-net-graded PCGS note)?

Oh definitely ok for that grade.

I agree, no biggie. Only a problem if it's in a prominent area like the eagle's face

While on that subject. Why do so many Series 641 MPC $5 notes have staple holes? Generally on one end, appears they were used for something consistent.
