Why is one a 9 and the other an 8?

Back chipping appears less severe on the 9. Without comparable quality scans or having the cards in hand, impossible to say for sure.

The main difference that strikes me upon first view is the T/B centering. 9 appears better in this regard to these eyes.

The back of the 8 Orr card has some toning near the top, which sometimes appears on this issue. Nice 8 otherwise.
The 9 looks legit, correctly graded.
