Shockingly, not eBay but Etsy. I had no idea people sold stuff like this on Etsy, not even sure what google search found this for me. This would have fit in an 'under $20' contest

The seller describes it as 'for a new sport shooting range in Frick Switzerland'. I ran the words through google translate and that seems to fit: 'wreath award', 'stood inauguration' 'shoot'. BTW don't reverse the 'ie' to 'ei' in the word 'schiessen'. You get a naughty word.
No artist per se but produced in Le Locle by the Huguenin company (on the reverse). Kind of cool for a mere $16. Shipping was $4.45 and it arrived in 10 days. Pretty nice Etsy experience I'd have to say. The ribbon is old and seems original, but in good shape. If it's not 1947 original, it's at least not new.
