Why Does PSA Not Put the Year On Some Flips?

does anyone know why PSA does not put the year on the flip for certain sets? Mostly prewar sets I've noticed.. they will just identify the set by numbers on the flip but will have a year in the details online. For example..
1913 T230 Pan Handle Scrap World's Champion Athletes Duke Kahanamoku
1913 is not on the flip. And what does T230 mean? Why wouldn't the set just be called 1913 Pan Handle Scrap World's Champion Athletes?

Jefferson R. Burdick (1900–1963) was a trading and baseball card collector and cataloguer. He cataloged trading and baseball cards in The American Card Catalog, otherwise known as the ACC, which is still used today by collectors and dealers. What is a flip
It's the plastic case the card goes in. Invented by Philip Andrew "flip" Stevensberry, the founder of PSA.
