I was looking at the obverse and thought it sure looks like a CC Morgan and stared for a bit. Then sure enough seen the reverse. I think a lot of the CC toners (GSA's) have similar blotchy looks to them.

I'll go with 64. Reverse is clean, but under the toning I think I see some hits.

Unattractive toning pattern. If I owned it I would try to find a toning nut, sell it, and not look back.
