Question on pedigree

I've recently finished upgrading my proof Roosie and proof Washington 1950-64 sets. I'm going to get them photo proofs and new holders. As I do this, will PCGS allow me to pedigree them although they are not top 5 in points. What separates them is that are they are very likely the finest fully toned sets in existence. Bottom line: does PCGS make exceptions to top 5?

Do you mean pedigree. Designate is for varieties.

There must be some exceptions. I see Larry Shepherd's Pedigree on bunches of MPL's but I've never seen his set appear in the MPL registry, let alone the top 5. The same goes for Proof IHC with his pedigree.

Although PCGS operations occasionally approves pedigrees for coins/collections not in the Registry, our rules require that you be in the top 5 current. Pedigrees are very exclusive and for sets who have reached that top five spot. Thank you.

You should have finished the set 14 years ago when I did mine.
It was easy to get in the top 5 back then.
