Question on pedigree

I've recently finished upgrading my proof Roosie and proof Washington 1950-64 sets. I'm going to get them photo proofs and new holders. As I do this, will PCGS allow me to pedigree them although they are not top 5 in points. What separates them is that are they are very likely the finest fully toned sets in existence. Bottom line: does PCGS make exceptions to top 5?

Honestly, I would contact BJ and ask her directly.
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

Although PCGS operations occasionally approves pedigrees for coins/collections not in the Registry, our rules require that you be in the top 5 current. Pedigrees are very exclusive and for sets who have reached that top five spot. Thank you.
