China souvenir medal? Can anyone help?

My daughter's boss put this on her desk today, knowing I'm a coin person. It's about 1.5" in diameter and 1/8" thick. His dad traveled internationally, so my guess is it's a souvenir medal.



Can anyone translate the characters or offer an opinion?

    I think it translates PCGS a new chinese branch image
    collector of Greek banknotes - most beautifull world banknotes - Greek & Roman ancient coins.

    Looks like a Republic of China (Taiwan) medal with Chiang Kai Shek on it.
