Claude - Two things I'd be concerned with ... does that slightly rough cut along the bottom of the left side hurt the grade? I would think that horizontal line that goes through his face (about an inch up from his name) would hurt your chances.

I agree it would not bump, but not because of any tilt or diamond cut. PSA does NOT penalize those things at all, as long as the card is within the centering requirements.
Second scan looks a little better. I do think PSA considers tilt when awarding or denying a .5 bump. Grading is not always consistent, all you need is a grader (or two) that likes your card.
A 9 does seem out of reach, but stranger things have happened. Centering could keep the card from bumping to an 8.5, but why not send it in and see?
