2016 Washington Quarter--what causes this?

Got this in change at the bank today. I have seen this before,

but cannot remember what causes it.

    This looks to me like the damage caused by a coin wrapping machine. You often see it on the coins at the end of a roll.

    That's correct - it's been scraped by the machine

    the rolls coins in paper wrappers.
