Blue Flip to Red Flip Crossover - New Horrible Pricing

So in the past, PSA allowed blue flip authenticated auto cards to be crossed over to the red flips with card grading for the price of a regular submission. In fact, if you had enough of them , you could get bulk or monthly special pricing as well.
Well, that has ended for some reason. This in no longer allowed and CC vouchers can no longer be used for grading these cards either.
Instead, the new pricing looks to be $10 for cards valued under $100 and $17 for cards valued $100-$500. I assume this falls under the Grade Add On pricing.
My question is what is so different about this card grading that it warrants a special charge unlike any other grading they do? Does an already authenticated autograph by PSA really justify a 100-300% markup for grading or authenticating the card?

As for the add on, I was incorrect. However, the add on service is not just for autograph grades. It is also to have cards graded if the card was just deemed authentic before. That is in the link I posted.

Then, PSA/DNA for "grading service".
If they did not allow blue to red crossovers, why would PSA/DNA be listed here or included at all? The change would entirely eliminate the concept of PSA/DNA crossovers.
