You expected them to encapsulate a counterf. . . er, uh imitation ? The GAO claimer at the bottom of that label is likely generic, especially for returns that have PVC contamination or other surface contamination that they won't try to remove (think dental wax, AKA "putty").

I'm pretty sure I posted this one when I bought it but I can't find the thread. I've always been fascinated by the middle-east counterfeits of the 1970s(?). I paid just a little over melt for her, and she's part of my bullion holdings rather than my coin collection. So I'm actually cool with it. In fact, I think it's pretty nifty.
