its more than bleached... and he didnt do that. he bought it as a novelty item... the stars are drawn on it. And the serial numbers have been changed. But again he didnt do that - BUT he is selling it as 'no problems'. And he bought it as a damaged/messed with note.
Geez that is really a bad move on Frank's part. Total greed. He sells quite a bit of currency too and well I guess his reputation isn't that important to him.
