How did this note get PPQ?

Can't tell a 100% but it appears the smudging is on the bill?

    The note looks 100% original...



    The 1976 series had the smearing / transfer a lot more normally than the newer printed notes and I think it would technically fall within the 64ppq grade BUT that is much more significant than I would be willing to pay 64ppq money for...

    I doubt that was done during the printing the process and I would not want to buy it as a PPQ. Too much of a distraction to be PPQ in my opinion.

    From what I've been able to discern PPQ depends on embossing and paper composition.

    I would have expected an error or Apparent, but I don't claim to know it all and base things on my experience.

    So post other examples instead of just making a snarky comment. PCGS is one of the top 2 currency grading services for a reason and it's not from "not knowing what it is doing".

    I have this note, not only did it not get PPQ, received a 63.

    PCGS is the one company who absolutely knows what they are doing and they are the best at what they do. I know from years of submitting and thousands of notes. Maybe they had a reason for awarding PPQ. Maybe it was an oversight. That note was graded 7-10 years ago. Mistakes can happen every now and again to anyone.
