they are in mint sets

When I used to role hunt half dollars, I found about 10 Kennedy Proofs once...and then a few here and there in other roles.

Be careful... collecting S-mint coins is a slippery slope. It starts with finding them in circulation as a kid, then progresses to older coins you can't find in circulation and even foreign coins minted in San Francisco...

Morgan Dollars that come from the San Francisco Mint seem to have that " Proof-like" appearance. Even though they are not proofs. San Francisco must be doing something right compared to the other Mints.
