I am pretty sure this coin is a silver proof and not a clad proof. If I send it back to PCGS for a mechanical error could PCGS body bag the coin for questionable toning and say the whole label was a mistake?
A friend submitted the coin for me and he submitted it as a silver proof.

Is the difference in weight big enough to determine this without removing the coin from slab?

I do have an MS65 clad Ike in a PCGS holder (older blue label holder).
Toned Ike PCGS slab + coin = 51.20 grams
Clad MS65 Ike PCGS slab + coin = 51.00 grams
Redbook has silver Ike weight at 24.59 grams
Redbook has clad Ike weight at 22.68 grams

I've seen his offerings and they're no where near as attractive as the Ike in the OP.

This 74S is looking good to me. I saw a few Ike dollars in early 90s which all were nearly identical to this 74S. There were all placed in a small brown envelop at the time.
I would expect it to be closer to 2 grams heavier than your other clad if it was silver
This silver Ike is on eBay for $625 and doesn't look as nice as yours.

Any coin can be downgraded or body bagged during a reconsideration, regrade, restoration or even when fixing a mechanical error. PCGS has an obligation to correct its mistakes.
A guarantee payout would accompany it.

Yes, very unlikely but clads can tone this way. If you ever saw OPH Ike dollars, you could see similar toning pattern except OPH coins are with purple color near rim and orange color in center.
Weight will be the key.
PCGS will NOT body bag that coin.

I can relate with it being unnerving and suspect many others can also relate to that statement.

I didn't know they still use the full gadget ring. I thought they eliminated them totally. I wish they would bring them back myself. I would think this holder is more than a few weeks old. Maybe being able to see the rim would answer your question though.
I'd call PCGS for more info.
Clads can tone this way, though.
