Mint error?

Has anybody ever seen a mint error like this? I don't know if it's an error, or if it happened after, but I can't find anything like it, or even guess what could have made this happen. It's a 1983 D, the obverse looks like it had a solid stamp, and has no obvious visible issues, or signs that whatever's going on in the picture was created by hand. The details on the reverse are lacking quite a bit though, so I assume something hindered the stamp on this side. Any help, info, or advice would be appreciated.
