I have never seen anything like this before in my life. Can't people see it's a 23? Yes maybe some are shill bids. That might explain away this nonsense.
No as 23-P's selling as 28-P's on Ebay is as common as examples being listed as rare misprinted V's instead of U's in the word TRVST
