Missing cards in Pop Report

If a card is not listed in the Population report, does that mean it's never been submitted, or is it a typo?

Usually it means it has not been graded. A card that was submitted but returned because of an alteration wouldn't show in the report. Also, the reports tend to be a few weeks behind at any given point in time. If you have the certification number for a card, however, you can always check on it.
