Well I have not seen this issue as of yet and the 21s happen to be a favorite of mine. I have seen smaller issues get a number but do you have more than one and can you determine the cause of the spike?

If you're referring to the spike up from the "shoulder" (wrist, actually), it's a clash from the back of the neck on the obverse. A single clash is usually ignored for purposes of assigning a VAM unless it extends into the letters. Nevertheless, it will be a die marker for whichever VAM your coin is.
