1989 topps heads up issue question

Is the 1989 test issue the same with some different players or are the cards different in detail from 1990 issue?. It seems the 1989 test issue has cards from the 1990 issue too.

There are 24 cards in each set. The backs are dated with the year of issue. There were 12 players with the same card numbers from the 1989 set carried forward to the 1990 set with the only difference being the date on back. The 1990 set replaced the other 12 with 12 new and different players.
