Advice with major repeated eBay non-payer issue

A month ago I put out a very nice 1956 PSA graded Clemente on eBay. It was won late by a bidder with one positive feedback. I started receiving multiple emails about how he is going to pay tomorrow, then the next day, then my Paypal account won't work for him, etc. Then after several reminders and initiating a "non-payer" complaint with eBay, I finally cancelled the auction as he stopped communicating. I sent him an email asking that he not bid on eBay if he doesn't plan on paying...and put him on my blocked bidder list. I even called eBay to inquire what they were going to do about it and they told me it would be noted on his account that he didn't pay.
So after a few weeks I relisted the card (after offering a second chance offer to the second highest bidder with no response). This time the card was won in the last few seconds by a bidder with zero feedback. And immediately I received a similar email asking this time if he paid immediately would I overnight it. (Not for the $3.00 shipping fee ...sorry). No payment again. My reminder email has received no response and I sense I have the same individual playing the same game all over again. I will most likely need to go through the non-payer process to get my eBay fees back again. And do a second chance offer again (unless anyone wants a nice 1956 PSA 4 Clemente for $100).
Any suggestions. Is there a way to limit your auctions to bidders with an established feedback record of 10-20 or more?

You can block all bidders with 20 feedback or lower? For me, I can only block all -1 (or worse) bidders.
No, no. But, if you want to set your eBay bidder controls, that is how you do it. You can control for location, feedback, and policy violations (NPB strikes). Def. not that much power, though.

What you are experiencing might be a typical case of someone establishing an alt that they then use to outbid themselves instead of just retracting their bid. Take a look at the date the account opened. If it is after the date of the underbidder's bid, that is probably what happened, and is the reason the 2nd chance offer is not accepted.
Several years ago I sold a car on ebay and it took 4 rounds of non-paying winners before the 5th time the auction ended and that winner was the one who finally paid. I do remember multiple times in that series of listings being able to deduce that fake alts had been created to get out of having to purchase the vehicle.

The blocking of bidders with -1 feedback rating is kind of absurd now that buyers cannot even receive negative feedback.
That is pretty hilarious. So, presumably someone needs to hate on you as a newbie seller before you can be blocked as a buyer.

Ebay does not care about non paying bidders or serial bid retractors. Ebay only cares about their fees.
