About a month ago I received a return request from a buyer on eBay asking for me to pay for return shipping because I had left the COA out of a GSA Morgan that I sold. I could have sworn I made sure it was in there, but hey, if I forgot it, my bad. He never asked me to send him a replacement, nor did he ever contact me before that. I was charged about $2.50 for a return label and that was that.
Fast forward to today. No return, no tracking information ever posted, nothing. It was as if the buyer changed their mind and decided to keep the coin. Curious about what happens to the shipping fee for an unused label, I called eBay. And you guessed it. Nothing. They cannot (or will not) try and cancel it.
Silly huh?

The USPS has to monitor their system to make sure it wasn't used.
eBay probably did not negotiate, or didn't implement, that ability for return labels.
People can change their minds on returns, but I think it is a pretty rare case.
If the buyer messes up the label, they can always print it again, so the refund is only an issue on the sellers side.
Interestingly enough, there is no way to add insurance to these eBay return labels, but I believe eBay will cover the loss if the item doesn’t arrive.
