Will these 2 Scratches keep it from grading.

wanted your two light small scratches on the obverse near the chin making a X. ... Do you think PCGS would straight grade this. Below the C and T in Victoria.

That plus it looks cleaned to me. Possibly to remove some remaining black from prior PVC damage (which seems still present in the protected areas)?

XF Details in my opinion.

I suspect you would get "Authentic ", "Damaged " for a grade.

What is the date and would it be economical to slab?

I'm not familiar with the coin, but that's a very young Victoria, so I'd guess 1850s or maybe even earlier.

its a 1897C Rupee low mintage only 10 graded between Pcgs/ngc

I don't think it will get a strait grade- it still could be worth doing if there is enough demand for the date- can't really help with that part of the question

Yeah, unfortunately I think you will get this one back details/cleaned for sure. A lot of the coins I look at, especially Rupees from this era seem to have that problem. I'd save the money for grading for a better example when you come across one.
