Ebay grading rules as applies to listing

I thought that a seller could not offer a grade for a coin unless it was encased in one of the top 4 grading companies. Seems like I have seen many offering grades for raw coins. Am I wrong on this rule?

Sellers can offer descriptive grades for raw coins, but not numeric. In other words, AU is fine, AU55 is not.

I don't mind "AU details". That's fair and accurate. But no mention of details, or the grade-killing problem, and calling it AU graded is just wrong.

Just reported one that said AU58 graded Details.
One that is going over the line in my mind.
AU Detail does not equal AU58.
