1887 2 pounds Victoria Jubilee Head- Tear on Eye

Recently i bought my second 1887 2 pounds Victoria Jubilee Head .
As you can see at the Image , Victorias Eye is strange .......seems like tear
Any idea about how this happen ? Perhaps a die chip ? Or someone on purpose add extra pure metal to make it seem like an error ?
The coin is graded by PCGS as ms64 .

I am thinking die chip. But Victoria was still in her long mourning period over the loss of her beloved Prince Albert so maybe...

I also see there is no differences to the colour of gold ....but usually die chips (not absolutely sure) find to the edges from tired dies.
Anyway looks interesting .........
