psa hard on player's last year card?

anyone else find that psa is overly tough on a player's last year card in player sets*?
the 94 topps nolan ryan & the 2003 rickey henderson comes to mind for me.
it's not like these are obscure early year cards. production quality is actually quite good, but for some reason 10's are quite hard to land....
