1984 Fleer BB Rack Packs

I have owned a sealed box for some time and never opened it. But recently I picked up two separate lots of loose racks and was surprised to see that the cards are not loose in the cells. The cards in each cell are wrapped like the 81-85 grocery cello rack packs. Does anyone know if there is a variation package in which the good people of Fleer packaged the cards loose in each cell of the rack?

Yes, I have seen both. From what I have seen, the wax racks are tougher to find.
