Grading question: perforated cards

Anyone know the reason why PSA will not grade individual perforated 80-81 basketball cards, yet they will grade 81 topps baseball scratch offs individually?

And they grade singles from Topps 4-in1's

I don't think they do the 71 basketball stickers individually either.

Anyone have info on this?
