Can you identify Certification Date from the PCGS Cert. Number?

I'm guessing this has been asked before, but I couldn't find an answer anywhere. Can you determine a coin's approximate date of certification by looking at the certification number? I know I can estimate an approximate year from the slab and label type, but was curious if you could get more specific. Have the cert numbers been monotonically increasing since they started issuing them?

Are there any published dates or benchmarks by PCGS (or NGC) for world coins? Like the date they started certifying them, and when they certified their millionth coin (or something like that)?
