So how does my mind twist? First, I see a medal that interests me enough to purchase it. Then, taking note of the designer, I search for other examples and voila:

I like the reverse especially, the Latin motto roughly "proceed increase health",
and the woodsy look of the tree and the sun.

Taking into consideration that Joseph II was a relatively progressive monarch, I suspect that the message on the reverse is that by proceeding forward, the well-being of the regime will increase.
