Is there a maximum commission Ebay and PP charges?

Hello,
Just wondering if there is a maximum commission Ebay and Paypal charge on any one item.
I am tempted to list a NFL note , the only one outside the currency museum in Ottawa, certified. Mine is a better grade.
Guestimating Value about 25-30K, perhaps more.

To my knowledge it's a ridiculous 10% or $750 max charge. I don't think there is a maximum on Paypal fees and that's at 2.9%.
