When did NGC start using this Label?

I'm not much of an NGC guy, but I seen this on eBay today and was curious when NGC used this label?

    I saw someone on another forum post one of those too. I just now got some grades posted on some $2 1/2 gold, and they have the normal labels, so I am not sure why some are this new one and some are not.
