Clarification About Pop Report...

On the pop report (using the 1973 Topps Joe Morgan #230 Psa-9 as an example)...there are 18 9s and 8 9s w/qualifiers. Does this mean that there are a total of 18 9s including the 8 9s with qualifiers. In other words...the total number for a particular grade also include the qualifiers for that grade. Am I understanding that correctly?

18 straight 9's and 8 with a qualifier. Total of 26 with a 9 on the flip.
