OT - Ebay, my first non-paying bidder

I'm a new ebay seller still "learning the ropes" and have some general questions about this process.
Almost two weeks ago I sold a low-dollar lot of cards and had to file a non-paying claim through ebay. Quick recap: buyer offered an amount to which I accepted. I waited a few days and sent an invoice. Waited few more days sent message asking if he was still interested to which he replied, "yes, sorry been busy will send payment in an hour". He never paid and I never heard from him after that.
I guess my question is; Is it better to just cancel the transaction, block buyer, and move on or file a non-paying bidder claim? Does filing a claim against a buyer actually accomplish anything or go on their "ebay record"? lol.
Also, how long does it take to resolve one of these cases? I want to relist the item but have to wait until the case is closed.

I have my setting set up so NPB are auto dealt with. The system handles everything including re-listing the card. Takes all the pain out of non paying buyers.
